(Cap 400 section 27) [The regulations, apart from regulations 3, 4, 5, 6(2) and 7 Regulations 3, 5 and 7 Regulations 4 and 6(2) ] 1 March 1992 1 June 1992 1 December 1992] (L.N. 423 of 1991) Cap 400C reg 1 Citation (1) These regulations may be cited as the Noise Control (Air Compressors) Regulations. (2)-(4) (Omitted as spent) (Enacted 1991) Cap 400C reg 2 Interpretation In these regulations, unless the context otherwise requires- "air compressor" (空气压缩机) means any portable motor driven device capable of supplying compressed air at 500 kPa pressure or above which is designed or used for the purpose of carrying out any construction work; "air flow" (气流) means nominal air delivering capacity of an air compressor; "noise emission label" (噪音标签) means a noise emission label issued by the Authority under regulation 8. (Enacted 1991) Cap 400C reg 3 Prescription Air compressors are hereby prescribed for the purposes of Part III of the Ordinance. (Enacted 1991) Cap 400C reg 4 Use of air compressor in compliance with noise standards For the purposes of section 17(1) of the Ordinance, all air compressors shall comply with the prescribed noise emission standard for air compressors. (Enacted 1991) Cap 400C reg 5 Noise emission standard For the purposes of sections 14, 15 and 17 of the Ordinance, the prescribed noise emission standard for air compressors is set out in Schedule 1. (Enacted 1991) Cap 400C reg 6 Prescribed noise emission label (1) A noise emission label shall be in the form set out in Schedule 4. (2) For the purpose of section 17(1) of the Ordinance, every air compressor shall be fitted with a noise emission label issued in respect of that air compressor. (Enacted 1991) Cap 400C reg 7 Noise emission test conditions For the purposes of sections 14, 15, 16 and 17 of the Ordinance, the test conditions for air compressors are the conditions set out in Schedule 2. (Enacted 1991) Cap 400C reg 8 Application for the noise emission label (1) An application for a noise emission label shall be made to the Authority in the prescribed form set out in Schedule 3 and shall be accompanied by an application fee of $405 for each noise emission label applied for. (L.N. 260 of 1994; L.N. 497 of 1996 ; L.N. 582 of 1997; L.N. 308 of 2000) (2) Where the Authority is satisfied on application made to him under subregulation (1) that- (a) a noise testing report certificated by a corporate member of the Institute of Acoustics of the United Kingdom that the air compressor in respect of which the application was made complies with the standard set out in Schedule 1 when tested under the conditions set out in Schedule 2, has been issued; or (b) an EEC type-examination certificate has been granted by an approved body appointed by any European Community member state under the European Council Directive 84/533/EEC in respect of the air compressor; and (c) an application fee of $405 for each noise emission label applied for has been paid, (L.N. 260 of 1994; L.N. 497 of 1996; L.N. 582 of 1997; L.N. 308 of 2000)the Authority shall issue to the applicant a noise emission label or labels applied for. (3) Not later than 28 days after an application made under subregulation (1) is received by the Authority, the Authority shall issue the noise emission label or labels applied for or serve on the applicant written notice of his refusal to issue the noise emission label or labels, and if at the end of those 28 days he has done neither of those things, a noise emission label or labels shall be deemed to have been issued. (4) No fee paid in respect of an application for a noise emission label shall be liable to be refunded. (Enacted 1991) Cap 400C Sched 1 NOISE EMISSION STANDARD [regulations 5 & 8] Air Flow Maximum Permissible Sound Power Level in dB(A) Below or equal to 10 cubic metres per minute 100 Over 10 but below or equal to 30 cubic metres per minute 102 Above 30 cubic metres per minute 104 (Enacted 1991) Cap 400C Sched 2 TEST CONDITIONS FOR MEASURING AIRBORNE NOISE EMITTED BY AIR COMPRESSORS [regulations 7 & 8] 1. OBJECT 1.1 The purpose of this test is to determine the noise emitted by air compressors. 1.2 Both measured and calculated values obtained by this test constitute the basic data for checking that the noise emission of air compressors complies with the prescribed standard. 2. SCOPE 2.1 This test is applicable to portable air compressors (hereinafter referred to as "appliances"). The test specifies the procedures for use in determining the sound power level of such appliances for the purpose of testing as to conformity under the Noise Control (Air Compressors) Regulations. 3. DEFINITIONS 3.1 Sound pressure level LpA The sound pressure level LpA is obtained by applying the weighting A to the sound pressure level Lp. The sound pressure level Lp, expressed in dB, of a noise is defined by- L = 20 log10P/Po Where- P is the effective sound pressure value measured at a particular point, expressed in Pa; |
